This isn't something that can be turned off (unless you manually do it per-game), and happens for two (main) reasons:
Pc Game Updates
- The game had some form of error occur while downloading, so it's been scheduled for a few minutes time to try again.
- The game's update has just gone live - and steam cannot handle thousands of people all downloading it at the same time, so it staggers the various updates to ensure that everyone is able to get a fast and reliable download.

Hello. I recently tried to install Fallout 4 on Steam and got the following error 'An error occurred while updating Fallout 4 (download corrupt)'. It says that it's queued, although it's staying like this. On a rare occasion it starts downloading again, but then immediately goes back to being queued. This isn't the first time I've had this issue, it's just never been this bad.
Download Settings:
I have my games download to a separate hard drive on my computer, dedicated to storing files, and my OS and Steam Client are on an SSD.
Download region = US - Chicago
Download Restrictions = Limit auto-updating schedule (unchecked), Allow downloads during gameplay (unchecked), Throttle downloads while streaming (checked), From (blank) to (blank). Limit bandwidth to 7 MB/s.
Other info:
ISP = Comcast
Download speeds = 12 up, 55 down, ping = 22ms
OS = Windows 10 64-bits
Gateway/Router = Arris TG862G-CT, connected to with a Netgear Wireless N Adapter, N600 Dual Band Model # WNDA3100
IP address is static, with my ISP's DNS servers applied.
